Sir,
I have the honour to inform you that I observe in Sir Henry Blake's 'Report on Operations in the New Territory during 1900' at Hong Kong that "the working of the improved steel mills does not meet with the approval of the farmers" of sugar cane.
2. It does not appear what is the character of the mill to which objection is taken. It may however be useful to draw your attention to the success which has attended the Beheea sugar mill in India. Of this machine it is officially stated that "hundreds of thousands" are now used by the people and that it is at present the only instance in which an improved agricultural appliance of external origin has been adopted by them.
